The railroads, elected officials, municipal police, legal experts and local citizens are all endorsing the BTI Video Enforcement Service at railroad crossings.  In order to gain the endorsements, we eliminated the following barriers to the deployment of video enforcement:

·        BTI eliminates public funding requirements by deploying our service at zero capital cost to your municipality.  The BTI Video Enforcement Service Fee is paid to BTI by your municipality from actual fine collections from violators at your crossings.

·        BTI eliminates legal issues by providing a live witness and complying with existing laws. 

·        BTI eliminates the training and staffing of your local police department by monitoring your rail crossings, producing the citation and recording video and photo evidence at the BTI Video Monitoring Center (VMC) with BTI authorized personnell. 

·        BTI eliminates all the financial barriers to your municipality by supplying, installing, operating, monitoring and maintaining the PROSCAN Video Enforcement System equipment for your municipality as part of the BTI Video Enforcement Service.

This partial map of Downers Grove marks six crossings along the BNSF Railroad.  The crossing furthest to the east (right) is Fairview Avenue, which is equipped with BTI cameras and sensors for video enforcement demonstration.  BTI’s VMC is located 1.4 miles to the west (left) on the north side of the tracks at 1385 Warren Avenue.  

BTI is so passionate about Video Enforcement because it is proven to greatly enhance safety.  According to the Federal Railroad Administration, video enforcement leads to a 92% reduction in violations at railroad crossings.  BTI discourages violations at crossings by videotaping drivers who violate railroad crossing laws, and then sending them a $250 ticket.  Decreasing the number of violations increases safety.

 

BTI is the exclusive distributor of the PROSCAN Video Enforcement System.  PROSCAN Video Enforcement Systems are completely wireless, more accurate and easier to install than competing technologies.  PROSCAN Video Enforcement Systems do not require a great deal of infrastructure improvements; no connection at all to the railroad safety equipment, no cutting the street for loop detectors, and no tunneling for electrical pipes under the railroad tracks.   In fact, zero coordination or approval from the railroad is required for most locations.
